Le but de Road Construction est de construire une route pour connecter deux villes voisines afin qu'un premier véhicule, prêt à foncer derrière vous, dès le début de la partie, atteigne son but en parcourant une distance minimum. Comme chacun sait, plus la route est longue et tortueuse plus elle rapporte de l'argent à l'entrepreneur. Vous disposez de morceaux de routes de formes différentes à placer sur le plateau pour former le chemin et certains sont des obstacles, des ralentisseurs, des croisements dangereux. En cas d'erreur vous pouvez utiliser la dynamite pour placer un bloc plus intéressant.Vous pouvez créer des boucles et créer des sens uniques. Au début du jeu, le véhicule est immobile sur la case de départ, il faut se dépêcher de placer des routes en formant un trajet avant le départ du véhicule qui vous laisse un temps minimum pour démarrer. Si le véhicule rencontre un obstacle, une case vide ou une route mal placée, ou s'il n'a pas parcouru la distance minimum avant la fin du parcours, la partie se termine. Plus on avance dans les niveaux, et plus le trajet est long, il y a aussi de plus en plus d'obstacles, le véhicule démarre et roule plus vite. On peut jouer des heures à ce jeu sans se lasser et en découvrant toujours des solutions nouvelles.
